************* **SOLUTION:** ************* Hi guys, I have had the same problem for days and have found a work-around that works for me. When I am logged into PayPal, I always used to click "Mass Pay" at the bottom of the screen, however that would simply give me the error message. My solution is to click the "SEND MONEY" tab at the top of the screen. Then you are given 3 options: * Send Money Online * Pay for eBay Items * Make a Mass Payment Click Make a Mass Payment obviously, and then you will be forwarded to the standard Mass Payment screen that you normally would if there was no error. I think you guys forgot the fact that the user is trying to make a mass payment. If it's something above $500, then this error could be because of the type of your account. You could upgrade the account in this case. If not, how about trying a smaller amount? Let us know what happens...
It shows error before uploading file so its not about amount. Anyways we got how to get it working. Thanks once again to zoowhouse.
Problem was there but later it was solved by Paypal. I think its working fine now. I tried it 2 days back and it worked fine.
