An effective PR campaign (offline and online) can be a great way to build market awareness and generate high quality leads. It is a lot of work, but does not require any investment. Done well, it can be a very successful marketing technique in 2014 or any year.
I'd go with social media marketing. This may require a lot of time and effort but the returns are overwhelming!
I will add word of mouth marketing in the list (get your site exposed whever you can online) branding is the most important after all. = (returning traffic)
Relationship Networking for off-line. Actually meeting with people, learning about them and their business, creating referral partners and strategic alliances through that knowledge and relationship that is built. It is a long term investment, but can definitely be worth it.
