    • get a co-promotion with a pharmacy rep
    • direct ads on websites that vets use
    • adwords and other advertising programs
    I couldn't work out the benefit of working with you other than some sort of directory. You need to be a lot clearer about what you're offering.

    Normally I'd have said the niche is a bit limited but my dog is due to see a canine eye specialist so I guess anything is possible.

    I guess the best idea here is to use a direct approach for companies and businesses that you want to establish some kind of cooperation with, as it will be the most beneficial and will bring you the best results. LinkedIn is a great place for doing something like this, as here you can even make a list of leads that you want to contact and start outreaching them later by email or directly on this network.

    Another solution here would be to use some Google ads and target the audience properly to be able to reach those that are the most likely to have interests in your offer and what you are giving away.

    Anyway, you are trying to find Veterinary surgeons who perform this highly specialized TPLO procedure and who would like to grow their business. My first approach would be to do some digging and learn who are the manufacturers of the knee prosthetic devices that the surgeons actually implant in the dog and see where they are promoting their solutions because they have the exact same target audience as you. You should be able to learn from their marketing research and testing some potentially good ways to reach these doctors.
