    From my experience the best PPC program I have ever used was Google Adwords, Yahoo Ad Network in second place, and third I would have to say is Bidvertiser because they accept Paypal ;)

    Best is a variable term. Best for what purpose?

    Google is the best if you want a lot of potential users looking at your ads.
    Yahoo and MSN are also good.

    These cover most of the market.
    If you hit all three of them you should be able to make a profit.
