    Hi,

What is the best way to market a new forum site, where are the best places to advertise, also what do you think of my new forum. The forum is www.submit-my-article.com/forum

How would i get lots of traffic to the forum, with out wasting any money as it will not profit me in the long run as it does not sell anything.

This forum is probably a good place to start, assuming your forum is dofollow, should get some SEO's contributing in exchange for links.
I am curious as to the motivation for the forum since you indicate it won't sell anything and therefore will not make you any money. Is the intent not to try and get people onto the main page of the site? (I notice you have Adsense on the home page, underneath the tag cloud, when I looked it was serving public service ads... you might want to check that)

    Cheers,

    Jim

You need to let your target audience to know about your website's existence so that they can use it. They'll spread the news if they like the features on your website.

I would say a custom theme can't hurt either. Give your site something to make it stand out for your visitors.
