As said, there are way to many forums for webmasters. So you'll either need a group of friends to post every day there and get it started or pay people to do so. New members wont come and participate if there arent other members there.
Also, make sure your page loads way faster then it does now. I had to wait for like 10 seconds before it appeared.

Put your site on faster server, remove some ads, optimize your design(as low pictures as possible)...

I'll second on getting faster server.

Also, that pink/red adsense ad is not blending well, make it use your forum background (grayish) color without borders for example. (Alternatively you might remove the top ad and use the ad inside threads: compare how digital point forums are doing it for example)

Yes, content is king. You should write some articles, optimize them for SE and write in footer of article: Discussion on forum and link to forum.

You can not success just with forum, you need site with useful content to attract visitors.
