Anyone know of any good ways to promote a web design service. PCC is just not doing it anymore. I have tested numerous landing pages. Any help would be great...

I think you just need to target webmasters , so may be the best way is to advertise in the webmasters forums , buying ad link or sig. ads . Best Regards

If others can make PPC work, you can too. It is usually not a media problem, but a marketing problem. If you find you cannot compete within that marketplace I suggest you come up with ways that allow you to. For low costs solutions, Craigslist is an excellent way you can get new business, if you do it right.
Believe me I can compete. I had a landing page converting at 40% and I was selling to 50% of them. All the sudden it stopped converting...
Go to local networking meetings or join chamber of commerce....trust me, once people know what you do they will come to you with website needs. I would have a portfolio ready also.
I suggest that you try to write some articles on your site about web design (with cool examples)...and post them at tutorial websites, and provide URL to your site! That's it...good luck
You could contact local businesses and ask if they would be interested in your service. Also you could use ebay by either designing sites, or advertise a custom so many pages site, etc.
