you jsut creating yet another webmasters forum with forums/subforums copied from this and other forums. if you dont have a unique content or something different to give to people they just wont go there.
I suggest you gofor a blog/website first and after you get some visitor going there start the forum. or make a forum with something different or close it xD

    bye

People need an incentive to visit. My forum offers free advertising and traffic is still slow. It just takes time.

There is software available that will actually make conversations on your forum with fake users, so it looks like it's active when all the members could actually be bots to start it out.

    Sometimes a lot of it.

Try buying paid writers and pay them to fill up your forum.

Then promote the forum like crazy and you will get more registers.

    By Crazy I mean
sig links on lots of related forums.
    Giving free stuff
    etc.. ;)

Right, incentives are key. You need to build a base though, check my sig for more details :)

Some very good points mentioned by fellow DP members here.
I have compiled the categories from this forum as well as other forums. I don't wanna re-invent the wheel.
I know its gonna take time. Its fun project for me, I can wait.
    I like the incentive idea.
