Have a look here at Sphider (http://www.sphider.eu).

Sphider is a lightweight web spider and search engine written in PHP, using MySQL as its back end database. It is a great tool for adding search functionality to your web site or building your custom search engine. Sphider is small, easy to set up and modify, and is used in thousands of websites across the world.

Maybe there is a way to "skin" and "tweak" google itself and pass that on as your own search engine? I believe google provides an API that can be hooked to whatever app you produce since I have seen a lot of websites appearing to offer searches of their own content done by google. Also you could design an SE that connects to yahoo, msn and google through their APIs. From what I gather the AOL search engine is actually a skinned google.
