You should google for "LAMP server" or "WAMP server"

LAMP stand for Linux APache MySQL PHP
    or
WAMP stand for Windows Apache Mysql PHP

These are the basic of a web server, and easy installation instructions exist if you google right.

Turning a Desktop pc into Server is a good solution to save money from hosting cost.
With the spec you have you would have good home server.
Now all you need is good internet seed mostly upload.

I would sugest you to burn Centos Version 5 as first try.
Predy simple to install and config.
You have many good "Perfect LAMP Server" on the net for this Os
    Here's a good tutos
    http://www.howtoforge.com/centos-5.1-server-lamp-email-dns-ftp-ispconfig
Step by Step to config a server into web server.
You may advoid ISPConfig and get Webmin instead :)
If you need help let me know !

The first thing you need to do is to decide what kind of setup you're looking for, and what you will be using it for.

What operating system did you want to use? Linux or Windows
What will the server be used for? Web Server, File Server, Media Server
What server will you be using? Windows 2003 or Apache on Windows, or Apache on Linux.

From here you go about installing the proper software, begin with the OS if you need to, then move onto installing the Server, PHP, MySQL, and any other services you need to. If you are wanting to install a WAMP server (Windows, Apache, MySQL, PHP), their are many packages out there that will help you with this.

Once you have everything configured, you should get your network setup to work with the newly installed software. If you're on a router you'll need to make sure to port forward any of the services you need to, and configure any additional options you would like to have.

Well this is only my personal mind.

But from my own experience, AMD procesor are better for gaming pc.
Intel have better CPU Core and Caches so for any application they are better.
I would try to go intel if i could.
But with your actualy config you have better spec then lot of "vps" and "dedicated" offered here :)

Do you plan on hosting personal or client web sites on this server? if you are just trying to learn then this would be a good idea, however coming from experience its not a good idea to host commercial sites.
