Yes. That's the reason other people are doing it. But will you succeed if you have nothing new to offer or you don't have the money to promote your brand? No.
IMHO is better to run an hosting affiliate site than a selling hosting one. You exclude from start a ton of problems...like customer support, server down,....
It is not difficult to start selling hosting, just make an affiliate program from hosting company. Main things you have to think about are: 1.Searching for a reliable company(customer reviews) to work with 2.Make your site easily accessible at the internet(SEO, other ways of site promotion) 3.Give good prices, and support to your customers
Of course you can re-sell hosting, some hosting companies offer reseller accounts if that was your question. In this case you have to do plenty of setup and marketing work. And if your knowledge in this area is limited, it would be hard for you to get any profit until you get some skills and experience.

Yes , you can. before diving in this business you have to ask these question from your self. are you offering some thing affordable as compared to other web hosting giants? What will be your plan of action? your targeted area? and your payment method?
I believe that money can still be made by starting a hosting company affiliate relationship. Note that I am technically a HostGator reseller, but I just use the account to host multiple websites of my own and for friends. I actually have only had one commercial customer that I charge a hosting fee to. By the way, I cannot speak highly enough about the great support that HG has provided me with over the years. Recently, one of their tech support people went above and beyond anything that I could have ever expected to help me get my ecommerce site back up and running. Anyway, if you have a target market that is generally not getting good hosting or fair-priced hosting, then there would be an opportunity to bring in an offering from a major hosting provider like HG (there are many others, of course.) For example, in certain geographies, the major players might have language issues that have prevented them from gaining marketshare. Or the market might be too small for them to invest marketing resources. You might be able to thelp them bridge that gap by gathering customers for them as their local-speaking rep.
Of course, everyone can make by selling the hosting. But challenge is you must have knowledge on that. you must choice world renowned and reliable company and be affiliate with this. Price and server support should be concerned first.
I believe both are fairly saturated markets. If you want to be successful find a way to make yourself unique or offer a better service than your competitors. Just keep that in mind. It's not always true that you simply can't succeed, but generally speaking, you need to be careful about investing time and effort into them.
