It's much easier if you simply start a design in a much larger size (e.g. 3000px) so, if necessary, you'll only need to resize to make it smaller (and there will be no loss of quality). Otherwise, save it as an EPS file -- that should solve your problem.

You can make logo in photoshop but you should know how to draw custom shape using tools in photoshop and you should select proper blending option
I'd recommend a vector based software, like Illustrator. But still, the answer is yes, you can create logos in Photoshop, the only thing is you gotta be aware that if you will sometime need to print it on a banner or somewhere else, you must have a high-res file for it. I used to create logos in PS and kept resolution to 300dpi. But, again, use a vector based programm instead.
