If I have an educational website, will it hurt me to post backlinks on non-relevant websites such as a tech blog?
hurt... no. If your site has lower pr than the site that's giving you the link then you might benefit by gaining rank. However, your site will not get more juice to move up in search results. Or so I believe...
But i doubt if such links could really help bring any traffic to your website if that's your purpose.
I'd say, better spend your time creating relevant links. In the end you'll benefit more, both in PR and traffic.
If your site is low PR I wouldn't worry about where your links are coming from. Anyhow its not PR you need to keep an eye on. Watch your serps postion very closely, as as it climbs start to target relevent backlinks, and then look at the PR of the incoming links and make sure it looks natural. This is the mistake a lot of people make by not making it look natural and google hits them over the head with a big stick.
It shouldn't hurt, as long as it's high page rank page, with anchor text, it will still boost your SERP.
I don't think backlinks ever hurt, unless maybe you have an exceptional proportion from porn or otherwise unsavoury sources. Irrelevant links might not help very much either though.
Generally it does not hurt to have your links on non-relevant websites. However, try to avoid some websites like the Free For All pages or spamming websites. It should not hurt, but it may affect the reputation of your site.
I post on non-relevant sites all the time. It's very difficult to find a DF relevant site. I would put a link on a DoFollow Non-relevant site before I put one on a NF relevant site.
Yeah any backlink is good. It wont be as strong a link as one that comes from a relevant domain but it definitely will not hurt.
No, it won't hurt your ranking. Just make sure you avoid linking with link farms and bad neighborhood!

Every link counts. Google say it too, not only me. Even nofollow link is one more door into your website.
better to have links from relevant sites with good pr, and pr is important , so it's also good to have back links from pr>4
Be careful when link building. It can hurt your website. I know because I've been there and done that. I have a blog with 1500 links and it gets just about zero traffic. I wasn't picky about the links I created. Big mistake. It had more traffic when I first built it. I have more blogs with just a few links and lots of traffic. Don't get obsessed with linking.
