You can code it yourself, have someone else code it for you or use a content management system, you can host it yourself, use a free web hosting provider, or you can use a free service like wordpress to start a blog. You can make your own website if you have time. But you need to learn HTML first. Sometimes HTML alone is not enough and you need to learn some PHP and javascript. If you don't have time and have budget, you can pay someone to do it.

If it's a business website and you really have no clue where to start, I would recommend that you get someone to design a website for you, chances are if you do it yourself, you'll end up paying someone to re-design it later on.
