If i were to make a Social Bookmarking site, What steps would i need to follow to make it successful? Also, what are good scripts for this? Or should i pay for a new one to be made?

you can make one in 10 minutes if you use pligg. but there are literally thousands of sites just like that. how will you dominate your niche?
Don't expect to get any success with a social bookmarking website using white hat methods. But to answer your second question, pligg.com offers a nice free script, though the synd8'ers are experts in spamming on sites using this script.
I would agree with the other posters here that social networking is a very crowded field - you will need to have a unique 'angle' or niche to succeed. As far as scripts go, the software that's used to run Livejournal is available as open source/free software - see http://www.livejournal.com/code/. Many other sites already use this code - see Wikipedia's list.
IMO,you should me unique by using custome make script. What i mean by custome make script is you make the extra function that other SB site don't have
isnt this space already way saturated? I think you would need to go veritical and tap into niche social bookmarking areas
