If the SEO you are going to hire knows what he is doing you will see good ROI ... if you are going to go with this option make sure to work out a pay per performance or per sale deal, don't just pay for someone to send you traffic because you will be throwing your money to the garbage. Do keyword research (wordze or wordtracker) and see which keywords within your niche which include the terms UK or United kingdom are being sought after and start a campaign based on those keywords. For organic traffic/targeted traffic make sure to start a campaign based on forums in your country that way you can get local traffic which is what you are going for. If you do article subs and such make sure to include UK or United kingdom in the keyword (3% KD) so that people who read that article and click through to your site know that they are going to a UK based resource. Submit your links to local directories/social bookmarking and maybe the chamber of commerce in your town.. they should have a site (companies house maybe?) also use the online guestbooks of local universities to build high PR authoritative backlinks
I would say do A LOT of SEO work: Link exchange Forum posting Commenting on blogs! And of course your site has to have an unique and attractive content! At the same time do questionnaires, freebies, coupons, discounts, draws and etc
