A web template is an element of web designing system that is used to rapidly generate and produce massive web pages through a pre defined schematic layout. If you are planning to build large amount of web pages site with same navigation link which would be updated on the regularly basis on site's navigation part then template based web design is the best option for it.

The main advantage of template based web design is their SEO (search engine optimization) advantage. As it just needed the template to be updated and all the related web pages get updated in one go. This helps in bringing frequent updating on the whole website. Whenever you will do some updating on the template file then it will be applied on all site's pages.

Because most Dreamweaver templates have such good code and SEO optimizations - NOT. In fact, they are usually the exact opposite using non-semantic markup, dated bloated code, and a host of **** that makes it a miracle if you can get anything approaching SEO out of it.

AS to the site you linked to - Dreamweaver, the software, is one word and a title so it should be capitolized, and the layout appears to be broken in Opera and Safari - likely because SOMEBODY got too complex for their own damned good with it.

But as I keep saying, the only thing that can be learned from 90%+ of 'templates', ESPECIALLY those from WYSIWYGS is how NOT to code a website.
