It is basic that when your offer has some geographic limitations, you must put it on your first posting. This is so that others non-USA won't waste their time...
It pretty much tells you on the site that its a system being used all across North America and on the 2nd page it clearly states it for US citizens. It only takes 1 or 2 minutes to read up on it so i dont think thats considered wasting time.
