Wow thats crazy, but it wont last long..I dont think he can stand on the side of the highway with a sign like that.
If he's a danger to motorists (standing too close to the road or in a place where cars that want to pick him up can't do so) he could get charged by the police. They might also view it as hitchhiking and that may be against the law in his city or state.

I dont how much of that is reality but here is why it impossible or not feasible... First there can be lot of legal problems 2nd during rush hours one way suffers while other side of the free way is always almost free with very few cars. Normally it works like during morning time traffic to the downtown suffers while traffic from downtown is free and opposite happens in the evening or afternoon. Same if some accident occurs it is very rare for accident to occur at both sides at one time so it is not possible to carpool from both sides at one time... That doesnt make sense to me
