    1) Don't accept junk submissions
    2) Maintain good categorization
    3) Get traffic
    4) Pages indexed by Google
    5) Deep links are a big plus for me

Of course, those who are after PR, PR is important.

All good points, especially deep links, which are a big "Amen!" for me. I grab deep links at every opportunity.

Is not Paid? You can have quality paid directories too.. What's wrong with that?

    I also see these points:
    1. directory doesn't have adult advertisements.
    2. Check last approved submissions for quality and dates, if they have been approving spam sites their editing is week.
    3. Directory is actively promoted by the owners.

The basic fundamentals of a good directory, aside from blogs, tools and a flashy design are the directory itsefl. The categories, content within them, links, the titles and descriptions of the links etc.

PR can easily fool you. We see a lot of directories with PR 3-4 (even 8 sometimes) that are either using fake PR or are on a dropped domain.

Number of pages indexed in google and yahoo might be a much better indicator when you are talking about 'quantitative' methods to find quality directories.

I would check for this first:

Who's Directory Owner? - What reputation he/she has
    Is the directory penalized?
Is the page where I want to submit indexed?
How many links does the page has already?
Do all the links on that page are on topic or different?
Are the links quality links or spam?
What's the overall indexed pages for that directory?
How many backlinks does directory has?
    How old is the directory?
If it is paid, Do they adjust their prices accordingly?
Do they offer refund if my site is not accepted?

There many more, but these are a few things I check before I submit my sites to any directory.

@angeela - the 1) Don't accept junk submissions is an easy thing to check. On the directory they will have latest listings or new listings. Click that link, it will bring up 1 page of their newest submissions/listings and you can get a quick idea of what sort of sites (and associated information) that a directory includes. If the sites or the information don't look quality, then the directory itself probably isn't quality.

I can often rule out a vast majority of directories by that one method alone.

I'm quite liking this directory list because it gives you information about the last time a directory was modified. This means you can easily flag those directories that have been abandoned or are neglected, because there's no point submitting if no-one is going to look at your website. It's not the only factor I would consider, but it's a fairly important one.

most important that admin edited site regularly. Because sometimes directories don't update in many months. Should give deep link facility and no reciprocal links. Dir PR and alexa rank is very important.

I would focus on a mid to high PR directory, low Alexa rank (lower than 1,000,000) and fast approval...

    HI

As a person that submits to a lot of directories... I really don't worry if the directory is new or old or if it has a pr or not, I just submit my site to them all.

As a directory owner, I only accept sites of quality, good titles and descriptions ( no url in title or description ) , no adult, or illegal sites , and if a person submits the site to a wrong category I delete it, unless the site is really good I may move it to the right category..

    Thx
    Tom
