Gimp (http://www.gimp.org) - Probably the best free image editing app Gimp Shop (http://www.gimpshop.com) - Same app with more of a Photoshop interface Although Gimp is OK you'll find eventually it becomes limiting. It's got the basics down but it doesn't compare to Photoshop.
