i have a low click-through-rate in google's serps. i'm rank #1, but getting minimal of the perectage of clicks from people who search the keyword.

any ideas how to boost my ctr in the serps?

Did you check to see how many searches that keyword gets?

What percentage are you getting? It varies by niche but it is generally accepted that the #1 result in a serp would get 40% of the people searching for that term to click through. I generally find this to be right on the numbers. This comes from data that leaked from AOL years ago showing about a 40% CTR for the #1 result. As kb24 asked, do you know the monthly search volume for the terms in question? Here is the leaked chart people use as a reference.
