Low CTR and eCPM for non US traffic

    I'm getting tired of this.
My cooking site has about 42% of traffic from outside US.
I notice that this traffic have a real low CTR, sometimes even below 1%, (ads provided are not really great) and also a very low eCPM.
From almost half of my traffic, I'm getting few clicks that pay 2 cents. US traffic clicks and payout are ten times more.
    What would you do?

I think you can block non-US visitors, but I am not sure how you do it. Or maybe you can block non US visitors from seeing ads. That might increase your PPC.

Why are most your visitors non-US? Remember, most online advertisers are in the US, so that is their main audience.

It's an international cooking recipes website, so I have visitors from outside US
    especially UK, Australia and Canada.

I do not want to block those visitors, I'd rather like to monetize them as well....

Does CTR really affect how much you get paid per click?
