CTR is mostly determined what advertisers are willing to pay. Obviously they not worth much coming from your site.
You need real data on where people are clicking on your site like a heat map, take a look at crazyegg(.)com. This will tell you exactly where people are interacting on your pages and the best spots to place your ad's.
Be careful with FB traffic. From what I read it can be deemed as junk traffic by AS. You do not want your account to be disabled for invalid activity. But it actually makes perfect sense as to why the CTR is low. FB traffic IMO is not really targeted. Folks come to your site not interested in what you have to offer.
There's no such thing. Real targeted traffic isn't going to be cheap (AdWords, Bing Ads). It's not just about the clicks. High volume junk traffic can be deemed as invalid activity (AS cares about their CPM advertisers just as much as their CPC advertisers). Junk traffic = Skewed metrics = Invalid activity.

Try to add multiple streams of revenue and not just one method. Like: Sponsored Ads/Posts- higher your traffic the more you can charge Affiliate offers Capture emails and send out weekly/monthly Newsletters (w/affiliate offers or sponsored ads) Sell an informational product- ebook, digital Depends on your niche/site what methods would work.
