I would like to start a lottery site. Basically, members will pay $1 for tickets, and the winner gets 90% of the revenue. I would like to use paypal to send/receive money for this lottery, but i am not sure if it's ok... Because on most occasions, running a lottery requires special permit. I mailed paypal, but they didn't reply.

Anyone knows if its ok with paypal?

PayPal doesn't allow gambling. You would have to use:

    Citadel
    NETeller
    eWalletXpress
    CLICK2PAY
    Moneybookers
    EGold

Paypal will suspend your account if you do that personally i recommend Egold/Neteller for this purpose :)
    Thanks,
