    Please, check out PopAds.net - it is a bidding market popunder adnetwork.
    Advertiser can set his own price and take part in bidding with other advertisers. $1 per tier1 countries is quite low, however you will still get traffic. I'd suggest you to try the service out(you can start with as small deposit as $10).
