PR updated in January 2011. And as far as I know it updated only once in the entire year of 2010, so maybe the next update will be in 2012. Just forget about PageRank for now, if your site's ranking then all is well, if it's not then continue building links etc. PR has nothing to do with sandboxing and such.
PR update is a continuous process, but Google updates their Toolbar occasionally, Keep on writing Good articles and do organic link building, PR will follow you

Informative thread... I've been trying to figure out and understand the "theory" behind PR vs SERP and oddly enough found this thread to help. We're trying to build a long term sustainable business with a strong web presence, we're not selling ads or anything like that, just providing education and information - so what I'm sort of getting from this is who cares about PR and stop stressing over SERP and just write good content with a long term steady plan for commenting and writing on other sites.
