Lost and confused

Trying to figure out how to navigate this posting policy. I'm a web-designer and magazine publisher and will need lots of help designing ads, logos, possibly hire for layout and design of publication and several websites but I can't post in half the places I need to and/or in the places it says I need to post in before I can create my own threads.

Can anyone help me???
