My wordpress blog is redirecting towards homepage and i am fail to make changes in .htaccess file

You could download wordpress from their site and use the .htaccess included there and see if you still encounter any problems.

Also I surfed around your blog and wasn't redirected to homepage at any links, would help if you told us which link redirects you to homepage and it shouldn't.

blog dir is redirecting http://www.4desktopwallpapers.com/blog/?&resource=blog and if i make changes in .htaccess root dir then script permalinks stop working.
