    I'm looking to start a new hosting business, I have a current one where I'm selling shared hosting, My budget per month is $5-$15

    5-15 per month is not sufficient money to start a business :) At least any serious business.

    I think in the hosting world you can keep overhead down. The problem is... it is a saturated market and you need to have some kind of niche that you can cater to to bring in business. I use my web deveopment skills to help bring in customers.

    However, I have also quickly learned that you should not skimp out if you go with a reseller account because your customers will not be happy with any downtime you recieve. You will be depending on the company you purchase the server space from to have great uptime and customer service.

    One last thing to note... my website is fairly bad and I think it may be driving customers away. I am in the process of doing a professional design since I didn't spend enough time on it the first time around. You should have a website that looks professional. If you are unsure of how to do a professional website, then you should hire someone to do it.
