Looking to get sone HTML programming done.

I need something for my site, easternpay.com

I want people to be able to sign up, with basic info, e-mail, name, maybe a PW and username. I want them to be able to refer members and I want the referrals to go 5 levels deep.

Basically I want it so that the members have to sign up, and then they can buy my domains, and I want them to have the option to refer people, and for the 1st level of referrals they get 25% of the price the domain sells for, 2nd, 15%, 3rd, 10%, 4th, 5%, 5th 3%

But I would like to be able to adjust the percentages and the number of levels, so I can add in an upgraded member feature.
