    - Alexa rank and monthly traffic

    - How much revenue it makes from features submitions etc per month

    if thats the budget you want to start and have more budget to promote than i recommend get a phpLD 3.xx license for yourself will cost you 25$ with a link back.

    Get a good domain for you 6.95

    a good hosting

    $50 and you have a good directory ... it will be better than buying one of the pr 3 directories which is on a drop domain.

    Yeh, well im just looking around at the moment because there are some good ones out there for cheap, with good alera ranks also!

    Alexa rank means nothing at all, I could go buy 10,000 fake visitors to my site now for $5 and get ranked in the 100,000, it has no meaning at all it can easily be faked. If your looking for a quality directory your not going to find anything good for under $100, maybe for under $1000 but for under $100 maybe a new directory with a few free submissions.
