I honestly don't understand much of what you're saying, however from my understanding most standard hosts especially a $3.99 package is not going to allow a proxy site. Proxy sites burn up bandwidth. I have a few new ones but am running them on dedicated and VPS servers, costs a bit more than $3.99 a month. Best to find a host who will allow it before trying to buy one. I see so many threads/posts of people who buy them to only have their host terminate their account forcing them to resell.

BTW one of my proxies, 1 week old no real promotion at all yet and it's eating up the following already.

 

tazman, get yourself some hosting before buying. Godaddy, Hostgator and so on will throw you out.
