I'll pay $300 for someone who can make me and exact duplicate of Craigs... and all the back end. At least you have lofty goals. What most people who don't code don't realize is that there is a whole lot more to it than the "pretty" you see on the front end. But good luck ... I doubt you'll find any real talent who will touch it at those prices unless you can tell them EXACTLY what you need and most people have no idea what that really is... or do they? Hmm. Sit down and map out what you want and need... draw up and outline then hit the freelance sites and get some quotes. Custom work is very tedious and few truly talented people work for peanuts. There are a lot of reasonably priced well designed News Themes already available. You should find one and have it tweaked by the designer to suit your needs.
