Basically, setup blog and add news plugin like http://wordpress.org/extend/plugins/google-news/ Then incorporate news feed into homepage and into blogposts so that each time new posts are added, the news will contextually change according to the surrounding keywords. That is a very old plugin, it could be vulnerable to hackers, unless you want to hire a programmer to patch potential security holes.
