    Also, what is low cost...For some people it would be $25, for others it would be under $1,000 etc

    Well, they said minumum 20 although a 20 page site could easily be worth over $1000 (in fact there really isn't an upper limit)

    That doesn't mean you will get that kind of money for an undeveloped one though which is what I think you are reffering to as easy

    registering a domain is already worth 8$, so content+cms+marketing is worth 2$, i doubt even 3rd world country developers would go that cheap :)

    person selling the site may continue using its current site - I do not have any issue
