I have an idea for a site, i know, however, that i dont have the ability to create it. i want to create something similar to myspace (nothing like myspace, dont worry) but with mini profiles etc. any suggestions??

It all depends on what you want to accomplish. If you are looking into building a social networking website, you will need to make it substantially different from MySpace. Rupert Murdoch bought MySpace for $500 Million, so unless you have a home run idea, you might be better off pointing in another direction.
It should not be difficult to find a web designer with database knowledge, as all dynamic websites are database driven.
