You are not going to get a VPS for this price or lower, especially with a Windows OS. A windows license costs quite a bit so that will push the price up quite a bit (For example a web edition license costs $30/month alone!!, then you are asking for 1GB-2GB of RAM, pushing it up again more. Then the bandwidth is of a dedicated server and you won't find it for a VPS. You need to rethink your needs and give a much larger budget.
