If you want any resemblance of stability/reliability, I also suggest what everyone else is also advising (raising the budget). Especially the live support thing, keep in mind that with such budget providers, equipping staff 24/7 for live support is a costly matter, and is not likely to be there on bottom of the barrel providers. Not to mention if you want to install a control panel of some type + Apache/PHP/MySQL, you're going to need 256Mb+ or more of RAM availability (as an absolute minimum IMO), and even that won't get you too far (depending on your traffic/resource requirements).

I think you need to increase your budget. I have found that different sites are offering very low price, but I am not sure about their service. There are many problems with those cheap VPS hosting.
