Looking for valuable and stable web hosting with following spec!

    I'm looking for valuable and stable shared web hosting or clustered on Linux Dual Server that does not limited max_user_connection value by MySql (or at least is set to minimum 40-50) and have at least 4GB RAM.

    Also php must not be limited - shell_exec, ping and traceroute must be allowed to works.

    Please reply here if you have company (with your server specification, bandwidth, price, how many customers are set per server on hosting etc...) that allow all things mention above and that you run your hosting company for at least a couple years.

    Kindly thanks. It is a bit expensive for medium or large plan. Bandwidth is also not mention by plans.
    I can easily take medialayer.com that does not make any limits or mediatemple with grid technologies but would like still to look around for some better offer.

    There is nothing special in my request.Only what i ask is about value for max_user_connection value (0 or at least set to 50) and allowing of shell_exec, ping and traceroute (that 85% of all hosting allow) and reasonable stable and fast Linux server (condition of DUAL and 4GB is most cosmetic to be sure that it is fast server on good network).
    My website use hardly 20GB bandwidth monthly.
