Are there any good websites with tutorials for building a site from scratch? Or books for that matter that youd recommend?

Step 1. Learn html. In 95 I used Laura Lemay's book. No matter how you code you need to know basic html.

Step 2. Read tutorials by seo-guy, webby, dazzlindonna, search engine watch, forum posts, etc

    Good luck.

Great, then suggest you look up some of the tutorials. The ones I quoted are old (may have been updated by now) but give good ideas.

    Good luck with your project.

It allows you to make web pages without hand coding everything. It's kind of like a website builder that some web hosts have, except you have more control over it.

    Example:
    PHP Nuke phpnuke.org
    Mambo http://www.mamboserver.com/

First, a Disclaimer: "Do as I say, not as I do" I only have to look at one of my own ghastly pages, to kludge it. I am going up the road to better web design, but I am far, far from where I need to be. I have let things stand while I study, so that is why I feel a lot of empathy for your post.

    Books
    1. Several books by Elizabeth Castro
Read Reviews, check publishing date - and maybe even buy through a DP member who is an Amazon affiliate (Search threads here).
Castro's books are clearly written, easily understood, and generally great value for money, in my view. Even the very simple "Publishing a Blog with Blogger" has valuable tips and, if you can be bothered to follow along with her step-by-step, you will get useful tips and lessons in the learning-by-doing style

    Posts and Tutorials
    1. Posts - Read all the archived threads in this Forum - this heading; and Website Reviews. Comments by DP members Design Agent, Smyrl (as here), SarahK, Dreamshop, etc. are often extremely helpful and insightful.
    2. Tutorials on CSS (my downfall) no nonsense, no msyticism, as well as other suggestions in that thread
On the otherhand, if you are into elegance, see zen garden and their book for the art of the beautifully possible, and more importantly how is done.

After you have done some basic reading, use "View Source" a lot; especially on sites you like, to start to appreciate how the webmaster worked everything out.

You could try a CMS - I am too dense to understand programming, but you sound as though you are not. You can compare several at a time here.

    Good luck!
