    You could also use Wordpress itself. For each theme create a new post, make a static page the homepage and use categories to make themes easy to find.

    It's just a matter of adapting Wordpress slightly.

    You can better use another small CMS which is specially for Wordpres themes. Its somwhere in this forum,i guess. Someone was selling it here for 10-15$.
