Looking for the best PPD (Paid per Download) for localized 3rd tier country site

    I'm looking for a Paid per Download program for my local sites (99% of the traffic comes from one country, Indonesia) with this criteria:

    1. It should count for every worldwide download.
    2. Do not have download limit restriction for each file.
    3. Reliable, not much of downtime and network problem.

    Every help and advise are greatly appreciated. :)

    With all due respect, Indonesia is a relatively "low income" country. As far as I know, companies do not expect to make more than $1 per 1000 unique visitors from Indonesia. This why I'll be surprised if you find any company who will pay more than 2-3 dollars per 1000 downloads for unique downloads from Indonesia.

    I am absolutely aware about that. I'm just searching a way to make the site's independent (can paid for it's own hosting expense).

    For program's admin who meet my requirement, please kindly let us know your pay rate.
