Based on my understanding focusing on using SEO Tools for studying/measuring the seo related parameters of your website is more important than using tools for getting backlinks. Because backlinks gathered thro' the automated way is not much worth comparing to the natural way. So, my suggestion is you can start using SEO tools to study about your site and use manual or natural ways for getting backlinks. So,We are developing many SEO Tools (e.g rank checker) mostly focusing on measuring SEO parameters than automatic submission.
I have no time and no budget to hire SEO service. So I think its better to buy SEO Software to build link.

i wont use software for seo. i have heard about one software recently from my friends. its called IBP for seo. to check back like you can use webmaster tool,google analytics. SEMRUSH and more.
from my point of view i didn't recommended to used any software for link building. you can used for software for monitoring the site analysis for ranking, backlinks, index pages etc etc for that i preferred you to used WEBCEO
There are some well recommended software out there, but nothing beats knoiwng what you are looking for, if you understand basic SEO then you can filter out the type of software you require
