    Looks like a custom site because there aren't any notices in the markup or stylesheet. You usually get some notice with the common scripts.

    Should be quite simple.. Basically a blog in a sense with no login require, and a few plugins added.. You could do this EASY, the only hard part would be to have a page generator, but this can be easily done in PHP.
