    Meets all the named requirements...except the price. :p Neither of those come close to meeting his price requirements.

    $3.33/mo. for those requirements is going to be a hard find to be quite honest.

    your budget is not good enough, the cheapest I know that has quality as well is shopaserver.com , else there is a big risk of crap in low prices.

    I strongly suggest that you increase your price to between $5-10 dollars minimum would be a great deal for your requirments. For example, an account move alone could cost up to half of your price! If you are willing to increase your budget many hosting providers like ourselves would be happy to assist you; But you pay for what you get so if you do find someone at this low price you know whats going to happen!
