Remember don't go for a shared hosting, if you want to be serious in the proxy industry go for a VPS or dedicated server. You proxy site can be very popular. So to increase the popular, you need a lot of RAM and a lot of server power. And shared hosting isn't suppose to handle a lot of RAM and server power, for you proxy. So go for a VPS or dedicated server, with a lot of RAM.
