Are you sure you want to venture into shared hosting with a Proxy site? I would presume that if your site is well established it will be suspended for overuse of Apache/CPU, might I be able to interest you in an affordable VPS plan? Regards!
You get what you pay for. You're not gonna be able to run a bunch of fast proxies with close to 100% uptime on VPS... Not in my experience, anyway... Can anyone prove me wrong?
You really dont want to go with them anyways, most unreliable crap i have ever used in my life, though with the new owner I hope things turn around.
