    Im looking for someone to build a secured, high quality code, organized code and custom framework for my own site.
    I have full requirements file that will be given only for serious programmers.

    Note: im looking for someone that can promise and stand on times.
    I had enough programmers that disappeard after a week of work and i had enough of it.

    Hi,
    I think you can get in touch with a freelance site like Staff.com (best site if you're looking for FULL-TIME/part time jobs), Odesk, and Fiverr (for gigs/services).

    They have skilled developers/programmers around the world. Much lesser rate compared to an onshore employee. It's a new platform in the worldwide workforce and it's proven to work even in those remote areas in the world.

    Just get in touch with those sites I suggested. (Just adding my two cents)
