Admaven and Adcash are effective for Indian traffic. I used AdMaven as they offer you high CPM and 100% monetization for all GEOS.

PropellerAds, Adsterra, and AdMaven (all mentioned above) are solid starting points for India-specific pop traffic. Worth adding HilltopAds and Clickadu to the testing list too — both have decent India fill rates and competitive CPMs for pop specifically.

One thing worth checking beyond the network name: India CPMs vary a lot by city tier and device type. Tier 1 city traffic (Mumbai, Delhi, Bangalore) on mobile typically earns meaningfully more than Tier 2/3 traffic on the same network, so if your audience skews toward smaller cities, don't expect US-tier rates even from networks that advertise "high CPM for India."

Testing 2-3 networks with a small traffic split for a week or two usually reveals real differences faster than picking based on advertised rates alone, since actual fill and payout can differ a lot from what's marketed
